Emily, I disagree with you. I believe the underlying values of the NCLB act are for national supremacy. I agree that yes in fact it is also about accountability but for whom? Answer, the nation and teachers. It is a reform and in essence the voucher program is so that the local level or parents have more control. However, those vouchers only work within the school district. This allows inner cities minimal control. This is not going to "bridge the gap" but "widen the gap." This will never work.
