Wow. Lots of work. I have to say though that in the first approach there is actually a misconception under the first approach in opposition. Intelligence scores have gone up for every generation so it really can't be in opposition. Also there are reports that in fact you can raise and IQ score of a child.
I am not sure if I am understanding the framework. I know how much you've worked on this but I was under the impression that each approach should be just that, one approach to alleviate the problem of the achievement gap. Under the approaches you have three different approaches. I guess my suggestion is to have the approaches as headings and underneath them are the approaches to the one heading. Any questions concerning this direct to me and I'll try to explain it better. I also agree with Heidi. I think you might want to elaborate a little more. In other words, not just what should be done but why. You might not need to explain the values if you do this.
